Estudio OCDE 2025 sobre Costa Rica: Retos y recomendaciones clave para el desarrollo

San José, marzo 2025. La OCDE presentó su Estudio Económico de Costa Rica 2025, donde analiza los principales desafíos y oportunidades del país, y plantea recomendaciones para fortalecer el crecimiento sostenible e inclusivo. El informe se divide en cuatro grandes ejes:

1. Crecimiento y estabilidad macroeconómica

Costa Rica ha mantenido un crecimiento sólido y una economía estable gracias a la disciplina fiscal y al manejo monetario flexible del Banco Central. Sin embargo, persisten retos como el desempleo juvenil y femenino, la alta dependencia de exportaciones y la vulnerabilidad externa.

Recomendaciones:

  • Impulsar reformas estructurales.
  • Invertir en infraestructura productiva.
  • Promover capacitación laboral.

2. Igualdad de oportunidades y mercado laboral

El estudio destaca la baja participación femenina y la alta informalidad laboral (40%) como obstáculos para el desarrollo.

Recomendaciones:

  • Ampliar servicios de cuidado infantil.
  • Reducir barreras a la formalización de empresas.
  • Implementar incentivos para empleo formal y programas de capacitación.

3. Transición verde y diversificación energética

Costa Rica debe avanzar hacia una matriz energética más diversificada (solar, eólica, geotérmica), reducir la dependencia de la hidroeléctrica y mejorar la gestión de agua y residuos.

Recomendaciones:

  • Fomentar inversión en energías renovables.
  • Modernizar redes de agua y residuos.
  • Fortalecer marcos regulatorios para cooperación público-privada.

4. Comercio exterior y competitividad

Aunque el comercio ha impulsado el crecimiento, persisten desafíos como la concentración en pocos mercados (principalmente EE.UU.) y la infraestructura logística deficiente.

Recomendaciones:

  • Diversificar mercados de exportación.
  • Modernizar puertos, carreteras y trámites aduaneros.
  • Invertir en capital humano e innovación.

Conclusión

El estudio de la OCDE señala que Costa Rica necesita combinar reformas fiscales, laborales, ambientales y comerciales para lograr un desarrollo más inclusivo y sostenible, capaz de enfrentar los desafíos globales y aprovechar nuevas oportunidades.
